Every homeowner is encouraged to be responsible and follow the DHEC (and any updated) Guidelines

Swim and enter the pool area at your own risk.

Those that are sick (with ANY possibly communicable illness) should not enter the pool area.

Any Homeowners concerned about contact with people outside their household should limit the pool use.

NO DIVING ALLOWED

NO LIFEGUARD ON DUTY

SWIM AT YOUR OWN RISK


  • There should be no running, boisterous or rough play.
  • No person under the influence of alcohol or drugs should use the pool.
  • There should be no spitting or blowing nose in pool.
  • Persons with diarrheal illness or nausea should not enter the pool.
  • Persons with skin, eye, ear or respiratory infections should not enter the pool.
  • Persons with open lesions or wounds should not enter the pool.
  • No animals or pets allowed in the pool.
  • No glass allowed in the pool or on the pool deck. 
  • Absolutely no glass in pool or on pool deck
  • If any glass is broken inside the fence, DHEC requires that the pool is closed and drained. This is a long and costly process charged to the homeowner in the amount of a minimum of $3,500.00. 
  • No children under the age of 16 should be in the pool without supervision.
  • You should take a shower before entering the pool.


COMMUNITY ENFORCED RULES IN ADDITION TO THE ABOVE DHEC RULES AND REGULATIONS


Resident must be current with annual dues and/or monthly regimes fees for pool access. 

The association  reserves the right to revoke any homeowner’s access to the pool due to misuse or noncompliance with

community pool rules.


Conduct Enforcement -

Any person displaying inappropriate behavior will be asked to leave. There should be no running, boisterous or rough play. Balls such as baseballs, softballs, tennis balls and/or footballs are prohibited. Bikes, scooters, roller skates, skateboards and golf carts are prohibited within the fenced area.


Only 4 guests per household will be allowed to visit the pool per day.  Owner of the property must be present the whole

time while guests are at the pool.  Homeowners are responsible for the actions of each guest.


No swimming during thunderstorms/lightning storms.


No smoking inside the pool fence or within 25 feet of pool entrances. Please discard waste properly.


Please do not drag tables or chairs across the pool deck. 


ALL TRASH must be thrown away in garbage cans to keep ants away. Broom is available for clean up.


Children should be accompanied to the restroom by an adult


Community pools are for the enjoyment of all residents and loud music and profanity are prohibited. 


One pool card/key/fob per family.  Replacements can be obtained by contacting the management office.  Additional

fees will be charged on all replacement cards/fobs/keys.

Access to HOA Pool is provided by badge reader system; gate closest to building. 

If you do not have a badge or you have badge access issues, please contact our HOA Management Company for support. Homeowners are also welcome to use form on contact us page to reach out.

Please note that fully paid yearly HOA Dues and all fines paid in full are required for access to the pool.

  • Camera At Pool

    Franklin Pointe has a camera focused on the entry gate of the pool. This Camera does recored and store video. The Board has access to this camera. Video images will used as required to manage events at the pool. 

    Signs are posted at entry Gate and under the shelter to inform homeowners that camera is in use. 

  • Pool Badges

    Each home in the Neighborhood will be issued one pool access card. This card grants access to the pool during Pool open hours. If HOA dues and fines are not paid in full, this access is removed, until the time that the dues/fines are paid. 


    If a home finds or ends up with more than one card, only one card will be granted access; generally, the newest card is active. Please return any additional, inactive cards that you may have to the HOA management company.


    To Exit the fence area, there is a Green Exit button between the bathroom doors that can be pressed, or scan your badge to exit. 


    If you need a card, please contact the HOA Managment Company- under Contact US page; or 

    Homeowner can also email Pool@franklinpointehoa.com or board@franklinpointehoa.com to request new key. There is a $ 25 fee  charged for all replacement cards. 

  • Pool Parking Lot

    The FP Covenants state that long term or extended parking on the street is prohibited. The FP Board has defined that a car parked repeatedly in front of one home for more than 48 hours is in violation of the parking Covenant. This can refer to cars parked in front of one home for 48 hours straight OR parked in front of one home on repeated occasions for more than a 48-hour period. The Board is given the authority to issue fines for extended street parking.


    As a general guideline, homeowners shall not park on street, the 48 hours rule is to support visitors and guests to a home. If long-term parking is required (less than 7 days), please park at the pool parking lot and send an email to Board@franklinpointehoa.com with the following: details on the car and length of time the car will be parked there. The Pool parking lot is not secured; therefore, owners park their cars there at their own risk. Due to high use of pool parking during pool season, the Board can limit the amount of time cars can be parked there during peak use. 



    ● Vehicles are not allowed to park in the street except on a temporary basis for residents and their guests.


    ● Vehicles cannot block a neighbor’s access to their property, or driveway. 


    ● Vehicles cannot block Fire Hydrants, Mailboxes, trash cans or Stop Signs.


    ● Vehicles should not be parked parallel to another vehicle on the opposite side of the street.


    ● Guests are to park on the side of the street in front of your residence, and any extra cars are to park in the pool parking lot, when your lot front will not accommodate them.


    ● Use of the pool parking lot is also on a temporary basis, guests parking there must be courteous to the homeowners living near the parking lot, (no loud or excessive talking, or for long periods of time.) Loitering will not be tolerated, when the Pool is not open, Community Safety is the key focus.


    ● Parking in or on HOA public area (grass or landscaping area) is not allowed


    ● Parked cars/vans (vehicles) must be parked either inside of the garage or on the driveway.  Parking on grass is not permitted.


    ● Vehicles shall not be parked in any front or side yard except in areas designated as a driveway or parking area. Vehicles in disrepair shall not be stored within the Subdivision. No passenger vehicles without current registration and license tags will be allowed in the Subdivision or on any Owner's Lot. Vehicles being repaired out of doors must have work completed within twenty-four (24) hours.


    ● Campers/RVs/trailers, 5-wheels, boats, or personal watercraft, ATV’s are not allowed on the premises for longer than 24 hours. Unless parked inside of the Garage, with the ability to close the garage door. If extended time is required, a special request must be submitted to the board, prior to the trailer being placed at the home. The special permission shall not exceed 48 hours. To request permission, please email board@franklinpointehoa.com. Per the Covenant, the Board or ARC may request; at any time, the removal of this type of equipment. See Section 2 in Article 5 of the Covenant for more details. Parking large equipment at the pool is also limited and requires HOA Board approval. If approved, 48 hours is the maximum allowed time for equipment to be parked. Posting on Facebook is not an official way to receive approval - since the Board does not manage Facebook. 


    ● Semi trucks or vehicles over 10,500 lbs., are NOT permitted within the community, Per City Ordinance. Other than Moving trucks, and delivery vans/trucks, which are allowed ONLY while unloading or loading. POD containers should be on driveway - Sea containers need to be in front of home, without blocking street or drive access of other homeowners.


    ● Commercial vehicles are not allowed to be parked at HOA Pool at any time except for contractors/vendors hired by the Association for service/maintenance of the pool and surrounding areas.  



    If you see a repeat concern over parking please submit a HOA complaint form to the HOA management company to have the concern addressed.



  • Glass within Pool area

    Glass is clearly not allowed within the pool fence. This is following state rules, and general safety of homeonwers. 


    If homeowner if found to have glass within pool, corrective steps will be followed, up and including removal of pool access. 


    If broken glass if found, the HOA pool will be closed for DHEC required cleaning (including draining and refilling of the pool water). This would take aprox 2 weeks. 

    The HOA cost to complete the cleaning is near $5000 USD. The homeonwer that had glass at pool would be charged the fee. 

  • When is Pool Open?

    Each year the dates can change, these dates are shared in the Pool Rule Letter mailed to all homeowners yearly. As a general guideline the pool opens mid-May and is open daily until mid-September.  


    The Current Pool Hours are 8:30 am to 9:00 pm. These can change but the yearly Pool letter sent to all homeowners will provide the updated hours for the current year. It is a SC state Law that does not allow swimming after Sunset, 9pm is generally after sunset, so the HOA has the expectation that the pool water is empty prior to 9pm, and pool fence area is empty of homeowners at 9pm.  


    Please note badge access will end at 9:00 pm. 


    Any Homeowner that tries to access pool outside of the posted hours will get a HOA letter to ensure hours are understood. Repeat events could have pool access removed and or fines.

  • What can I bring to Pool Area?

    There are some restrictions in general for items at the Pool. Food and drink should be used with common good in mind. Food that can create mess, enter water or draw animal attention, as well as glass and any items that can break, enter water and or risk for swimmers are prohibited. Pets or other animals are also prohibited at the Pool.  


    The Pool is for common enjoyment, and items brought to the pool can be lost, damaged or used by others, so please limit bringing items that are required for family enjoyment. All personal items at the pool are at homeowners own risk. 


    Large Equipment or other items that could restrict others enjoyment should be limited in use. Pool flotation items should be limited; due to space. Blow up equipment is limited to personal use only. Blow up slides, large pool toys or larger hard plastic toys are discourged (please dont bring them) due to impact to other homeowners enjoyment of the pool.


    No Grills, heaters, fans or any electrical (plug in) items, or animals are acceptable on pool deck (or in pool). Bluetooth speakers are allowed, pending common sense usage, due to families and young children using pool. 

  • Who does the Pool maintenance?

    The HOA hires a Local Pool Company to manage the chemicals and weekly cleaning and maintenance inside the fence area. This contract is managed by the HOA management company, and the HOA Board validates the cost. This company also cleans the bathrooms and provide supplies in the bathrooms. The HOA Pool Committee also supports in the daily chemical checking as required by the State. 


    The HOA does not have equipment to vacuum, add chemicals or perform maintenance near the pool. There are leaf skimmers that homeowner can use to remove floating debris.  


    State public pool rules do require the HOA to have a Pool Company manage the pool. 


    State requirements are: (a) All public swimming pools shall be operated under the direction of a qualified swimming pool operator who holds a valid South Carolina Pool Operator’s certification issued by a party approved by the Department. Specific criteria shall be established by the Department for this approval process.

    (b) The pool operator of record must inspect each public swimming pool a minimum of three (3)

    times per week during operation. 

    Results of this inspection shall be annotated in the facility’s bound log book and initialed by the pool operator.

  • General Pool Information

    The Franklin Pointe HOA Pool is a Chlorine based pool, it is not heated and is open for the common use of the residents in Franklin Pointe Sub. There is a Badge Access system to gain access to the fenced area around the Pool. This Access is granted yearly, upon fully paid HOA dues.  There are no lifeguards at the Pool, and all swimming is at one’s own risk. Deck chairs, tables and lounge chairs are provided by the HOA. Please treat these items with care. Personal chairs are approved, but do need to be removed when the daily use is completed. Overnight or long term storage is not avaialble at the HOA Pool.  Any items left are generally placed near pump room door for homeonwer to pickup. There is no formal lost and found process. 


    Please do not modify or damage the pool fence or pool building.  

  • Special Events, Pool for Groups and Common Area

    The HOA Pool is for homeowner use. The pool has a capacity of 80 people The HOA does allow guest usage (when escorted by the homeowner) but parties (birthday, family reunion or other large events) are not approved.   


    There is no process to rent the pool, or the pool cabana – the building and pool are not planned for large events, and still allow homeowners to enjoy the site. 


    The common areas are created as a park like setting (green space), with some areas mowed and other more natural. This area is for homeowner enjoyment and there is no process to rent the common area out.  


    Private parties on the common areas, or in the pool area are not allowed. The HOA liability insurance does not cover private party events on common property. Those areas are really only for homeowner’s use and escorted guests (within a reasonable number).

  • Why is Swimming after Sunset Not Allowed

    Per the DHEC rules, the Franklin Pointe Pool does not have adequate lighting for after sunset swiming. 


    Since the pool doesn’t have adequate lighting to be permitted for night swim, the pool hours are 8:30  to sunset. It has to be those terms since that is a specific measurable time each day.

    31. Electrical and Illumination Requirements. Artificial lighting must be provided at all public swimming pools which are to be used at night or which do not have adequate natural lighting so that all portions of the pool, including the bottom, may be readily seen without glare.

    (a) Underwater Lighting. Where underwater lighting is used, not less than 0.5 watts of incandescent lighting or 8.35 lumens must be provided per square foot of pool area. An adequate number of lights must be used and properly positioned so that all portions of the pool are clearly visible to an observer on the pool deck. Fiber Optic lighting may only be installed as a supplement to the minimum lighting requirements outlined above. Colored lights that do not provide for an equivalent light output to the wattage or lumens noted above for clear lights cannot be used.

    (b) Area Lighting. Where underwater lighting is used, uniform area lighting must be provided for the deck area and directed toward the deck area and away from the pool surface insofar as practical. Illumination of the pool deck surface must be at least ten (10) foot candles of intensity, or not less than 0.6 watts of incandescent light or 10 lumens per square foot. Where underwater lighting is not used and night swimming is permitted, uniform area lighting must be provided in an amount of not less than thirty-two (32) foot candles of intensity, or not less than two 2 watts of incandescent light or 33.5 lumens per square foot of pool area in addition to 0.6 watts of incandescent light or ten (10) foot candles of intensity per square foot of deck area. These lights must be placed around the pool area such that all sections and depths of the pool are clearly visible at all times. Light fixtures located within the pool area must be protected by a non-breakable lens.

  • HOA POOL & DHEC

    Franklin Pointe HOA Pool is a Public pool and managed following the DHEC rules.
