  • ARC Process

    The HOA Covenant requires ARC approval for any Hardscape, physical or visual changes to the outside of your home or yard.   

    • No ARC approvals will be provided to homeowners that have not paid their yearly HOA dues by March 31. 

    • The simple way to judge if an ARC approval is required is to assume any change the home on the external vs how it was purchased will require an ARC, and approval required before starting.  

    • General Areas that require an ARC Form include Front, Rear and side of home: including but not limited to landscaping (planting, edging, mulch, etc.), fences, driveway/walkway changes, painting home (doors, shutter, lighting,etc.) external structural changes to home. 

    • Please reference the HOA ARC guidelines and the HOA covenant for more details. 

    • Please only one project request per ARC Form.

    • (Combining projects on ARC Request Forms may slow or cause a denial to all projects) Please submit your Completed ARC Request form with Documents required to:

  • Fines for Violations

    While it is not the goal for any homeowner to have a fine related to an ARC violations, but time to time the Board may be required to issue a fine for an ARC violation. As standard process, an HOA violation letter will be sent up to three (3) times requesting the ARC violation to be addressed. If the solution is not approved and/or actions not completed to solve the violation, the Board can issue a fine of at least 250USD per violation, per month. This fine will be ongoing until the ARC violation is address to the board satisfaction.


    Issue of fines, unpaid over 30 days will remove access to pool, and fines unpaid over 6 months, will trigger a lien as with HOA fees.

  • Items that do NOT required ARC Approval

    • Planting of Annual Flowers in current or existing landscaped areas/pots.

    • Replacing/refreshing same type and color of approved mulch.  

    • Lawn: replacement of sod, overdressing, sand or seed of current lawn; without change of area of lawn. Including fertilizer, weed control or general maintenance.

    • Hose Caddies, they can be stand alone or affixed to be placed on the side or rear of the home.

    • Outside Seasonal Decorations. They may be displayed up to three weeks before the holiday season.  All holiday Items must be removed 12 Days after the holiday.  After said time a violation will be noted.

    • Vegetable gardening in rear yard, or inside approved fence.   Plants are not allowed to exceed allowed fence height or grow into neighboring yards.

    • Painting/Siding repair or touch up may be done in its original color.

    • Same lighting fixtures can be replaced if it matches Original.

    • Lawn furniture, barbecue equipment, toys, bikes, must be stored out of sight from the front of the home when not in use.

    • Attic Fans, if they are mounted on the rear of the house roof, and extend no higher than the roof peak, and are no taller than 12” above the roof surface.

    • Kick plate on the Front Door, as long as it is the same color as the Door frame, or the door hardware.  (An ARC Form must be submitted for any other type or color.)

    • Installing Doorbells on Front Door, they are to be the same color as hardware, or be a Video Doorbell.

    • Current Windows Replacement, with the same exact shade and style as the original windows.  Any Deviation Requires an ARC Approval.

    • Replacement of damaged sidewalks or Driveways. , if replaced within the same area, and with the same surface treatment.

    • Garage Door Replacement, if replaced with exact same door, with exact same hardware, with hardware located in exact same position. Door must be painted the same color as the siding, or the original door.     

    • Flags, and Flag Poles, No More than One (1) Flag Must be mounted on the trim work, or post of the porch of the home. Flagpoles are to be no more than five feet in length and are suitable for flying 29’ x 43” flags. Flags are to be no bigger than 29” x 43” on the front of your home.

    The following Flag categories are approved:

    • Holiday/Celebratory/Seasonal (they must stay current with the Holiday or Season)

    • Sports teams

    • National or State Flags

    • School/ College/ University

    • Family Initial / Monogram

    • Garden Flags, No More than One (1) Garden Flag may be placed in the planting areas of the front yard. Approximately 15” high x 11” wide.

    • Holiday/Celebratory/Seasonal (they must stay current with the Holiday or Season)

    • Sports teams

    • National or State Flags

    • School/ College/ University

    • Family Initial / Monogram

    • House Numbers may be replaced, but must match the door hardware, and placed in the original location.

    • Front Porch Swings / Bistro Sets: Do not require an ARC approval



    Any items that are not in the above list, must have an ARC Request for Change form submitted, and you must wait approval by the ARC before the change takes place. 

  • Vehicle Guidelines (Parking)


    The Franklin Pointe Covenants state that long term or extended parking on the street is prohibited. The Franklin Pointe Board has defined that a car parked repeatedly in front of one home for more than 48 hours is in violation of the parking Covenant. This can refer to cars parked in front of one home for 48 hours straight OR parked in front of one home on repeated occasions for more than a 48-hour period. The Board is given the authority to issue fines for extended street parking.

    As a general guideline, homeowners shall not park on street, the 48 hours rule is to support visitors and guests to a home. If long-term parking is required (less than 7 days), please park at the pool parking lot and send an email to Board@franklinpointehoa.com with the following: details on the car and length of time the car will be parked there. The Pool parking lot is not secured; therefore, owners park their cars there at their own risk. Due to high use of pool parking during pool season, the Board can limit the amount of time cars can be parked there during peak use.

    ● Vehicles are not allowed to park in the street except on a temporary basis for residents and their guests.

    ● Vehicles cannot block a neighbor’s access to their property, or driveway.

    ● Vehicles cannot block Fire Hydrants, Mailboxes, trash cans or Stop Signs.

    ● Vehicles should not be parked parallel to another vehicle on the opposite side of the street.

    ● Guests are to park on the side of the street in front of your residence, and any extra cars are to park in the pool parking lot, when your lot front will not accommodate them.

    ● Use of the pool parking lot is also on a temporary basis, guests parking there must be courteous to the homeowners living near the parking lot, (no loud or excessive talking, or for long periods of time.) Loitering will not be tolerated, when the Pool is not open, Community Safety is the key focus.

    ● Parking in or on HOA public area (grass or landscaping area) is not allowed

    ● Parked cars/vans (vehicles) must be parked either inside of the garage or on the driveway. Parking on grass is not permitted.

    ● Vehicles shall not be parked in any front or side yard except in areas designated as a driveway or parking area. Vehicles in disrepair shall not be stored within the Subdivision. No passenger vehicles without current registration and license tags will be allowed in the

    Subdivision or on any Owner's Lot. Vehicles being repaired out of doors must have work completed within twenty-four (24) hours.

    ● Campers/RVs/trailers, 5-wheels, boats, or personal watercraft, ATV’s are not allowed on the premises for longer than 24 hours. Unless parked inside of the Garage, with the ability to close the garage door. If extended time is required, a special request must be submitted to the board, prior to the trailer being placed at the home. The special permission shall not exceed 48 hours. To request permission, please email board@franklinpointehoa.com. Per the Covenant, the Board or ARC may request; at any time, the removal of this type of equipment. See Section 2 in Article 5 of the Covenant for more details. Parking large equipment at the pool is also limited and requires HOA Board approval. If approved, 48 hours is the maximum allowed time for equipment to be parked. Posting on Facebook is not an official way to receive approval - since the Board does not manage Facebook.

    ● Semi trucks or vehicles over 10,500 lbs., are NOT permitted within the community, Per City Ordinance. Other than Moving trucks, and delivery vans/trucks, which are allowed ONLY while unloading or loading. POD containers should be on driveway - Sea containers need to be in front of home, without blocking street or drive access of other homeowners.

    ● Commercial vehicles are not allowed to be parked at HOA Pool at any time except for contractors/vendors hired by the Association for service/maintenance of the pool and surrounding areas.

    If you see a repeat concern over parking please submit a HOA complaint form to the HOA management company to have the concern addressed. 


  • Trash Guidelines

    • Trash Bins/Yard Bins/Recycle Bins; MUST be stored in one of the following manners:

    • inside the garage

    • behind the home

    • behind an approved privacy fence

    • Trash Bins/Yard Bins/Recycle Bins; must not be set out prior to the Night before the scheduled collection date.

    • Trash Cans must be removed within 24 hours after pickup.

    • Loose Trash, on any lot, or street bordering to a driveway must be picked up by the homeowner.  

    Trash bins MUST NOT be visible from the road in front (and if on a corner lot also the side) of the home. 


  • Pet Guidelines

    Pets In our Community are subject to Greer City laws

    • ALL Pets shall be taken outdoors ONLY on a leash or other restraint and attended by its owner.

    • Pet Waste, all pet waste must be removed immediately by the owner, not left in the street, other owners’ property, on the sidewalks, or in the common area; this includes the pool, and pond areas.

    • Pets cannot be unattended on a tie-out on the front or side lawns.

    • Pets are not to be left to run at large.

    • Dog Kennels and Dog Houses, are permitted (ARC Approval) only if placed behind a 6-foot privacy fence and out of the public view.

    • NO FARM Animals are allowed, see Farm animal section in ARC Guidelines.

    • No Commercial Animal sales shall be allowed

    • Violators will be reported to Animal-Control.

  • Mailboxes

    • All mailboxes are provided for by the Community. With replacement and maintenance being the responsibility of HOA.

    • Homeowners are not allowed to change or replace Mailboxes.

    • Please contact either HOA company or HOA Board for mailbox concerns.

  • Exterior Home Lights

    • Exterior Home lighting shall be kept in good repair and with working light bulbs.

    • Any Change to exterior lighting requires ARC approval.


  • Fencing and Structures

    • Fence Height, per City Ordinance and our Covenants, No fence shall be higher than (6) feet from the ground.

    • Fence Placement, No fence shall extend forward from the back corner(s) of the homes more than 1/3rd the length of the side of the house, on any lot.

    • NO Chain Link, or Chicken Wire Fence is allowed.

    • • All Wood fences, can be be painted, or stained in a color that complements the home. The HOA suggests that it sealed with a polyurethane, which seals in the new appearance. An ARC Request with the color, or Stain choice must be submitted. No ARC form is required is repainting with same color or sealing fence. Fences must be maintained in good condition

    • ALL New Fence Installation REQUIRE PRIOR ARC approval and need to have the following included:

    1.) ARC Request form

    2.) Lot map, showing clearly where fence is to be placed, along with measurements, of the home, and fence length, and height.

    3.) Materials to be used.

    4.) Name of company or Person doing the installation.

    5.) Color sample, unless (White, Black, or Polyurethane)

    • Metal fences, must be maintained, painted, or coated not having any rust showing, and in good condition.

    • Vinyl Fencing must be kept free of MOLD and ALGAE. It is to be kept in a “Like New Condition”

    • Color Change on Wood Fences requires ARC Approval


  • Decks

    Generally, requests for decks will be approved subject to the following requirements:

    • Require ARC Approval. (Approval before construction)

    1.) ARC Request form

    2.) Lot map, showing clearly where deck is to be placed, along with measurements, of the deck, and placement to the home

    3.) Materials to be used.

    4.) Name of company or Person doing the installation.

    5.) Color sample if applicable.

    6.) Railing height.

    7.) And all Building codes are being met


  • Storage Sheds, Gazebo and Detached Buildings

    No barns or mini barns are permitted.

    The maximum size allowed for any structure is 12' x 12'. No single length can exceed 12 feet.

    Metal-walled sheds or outbuildings are not allowed.

    Sheds and outbuildings must be made of wood and should be painted or sided to match the home. This requirement also applies to pool houses and large dog houses.

    All storage sheds and detached buildings require approval from the Architectural Review Committee (ARC) before construction begins. The following documents must be submitted as part of the ARC approval process:

    a) Completed ARC Request form.

    b) Lot map clearly indicating the intended placement of the shed/detached building, along with measurements and its proximity to the home.

    c) Detailed specifications of the materials to be used.

    d) Name of the company or person responsible for the installation.

    e) The shed/detached building must be installed on a slab or appropriately underpinned, with the underpinnings screened by landscaping or fencing.

    f) The construction must adhere to all applicable building codes.

    g) Roofing, siding, and trim must match the materials used on the house. Detailed construction plans must be included.

    h) Metal roofing is must be approved for sheds or outbuildings.  Please refer to the Roofing Material Section of the ARC guidelines.

    i) Sheds should have one-story side walls and a normal pitched roof. The overall size of the shed should not appear oversized.

    Please note that these guidelines must be followed for any requests related to storage sheds, gazebos, and detached buildings, and all installations require approval from the HOA's Architectural Review Committee.


  • Pergola

    • Size subject to approval. 

    • The same stipulation as aforementioned Storage Sheds, Gazebos, and Detached Buildings, apply.


  • Carports

    HOA does not allow carports.

  • Awnings

    • NO Awnings will be allowed on the front of the houses in this subdivision

    • Patio Awnings, Window Awnings, and Patio Covers are subject to ARC Approval


  • All Porches, Patio, and Screened-in-Patios

    (Generally, requests for Porches, Patio, and Screened in Patios will be approved subject to the following requirements;)

    • All Porches, Patio, and Screened-in-Patios Require ARC Approval. (Approval before construction)

    1.) ARC Request form

    2.) Lot map, showing clearly where the Porch, Patio or Screened in Patio is to be placed. 

    3.) Measurements, of the Patio or Porch, and placement to the home

    4.) Materials to be used.

    5.) Name of company or Person doing the installation.

    6.) Color sample if applicable.

    7.) And all Building codes are being met.

    8.) All Roof, siding and trim are to match the materials of the house as well as hardware color. See roofing Section of ARC Guidelines.

    9.) All Detailed constructions plans must be included.


    • Outdoor appliances must not be visible from the street.  In Article IV section 11 of covenant it states that all personal items should be stored inside when not in use. 

  • Storm Doors

    • Must be Metal. 

    • Must match the house trim or Door hardware.

    • ALL Storm Doors Require ARC Approval. (Approval before construction)


  • Window Flower Boxes

    • No flower boxes under windows or attached to the front of the home

  • Home Exterior Items Color Changes

    • Front Door, Shutter, Decorative items Color Change is subject to ARC Approval

    • ARC will consider all colors that complement the homes original or proposed color change. (Siding change has to be one of the existing siding colors within the subdivision)

    • Request to change the color of the shingles will generally be denied, unless the established community shingle color becomes no longer available.

    • Metal roof on homes must be replaced with the same as original (Material and color) Adding more (increase of) metal roofing will not be allowed.


  • Roofing Materials

    Replacement of Roofing material:

           Replace metal roof material with metal roof material or shingle material, would need ARC approval for any change in material or color.

          Replace shingle roof material with shingle roof material, or metal accent roof if not the main roof material of the home.  This would require ARC approval for any changes in material or color.

         No ARC is needed if replacing the existing roof with the same materials and color, including due to damage or repair.

    • NEW build plans (additions, adding roofing area) – you must match the existing design or model of your home. Metal or shingles will need to be approved for each addition.

    *   Some homes have metal accent roof sections from the builder.  No home has a full metal roof, and metal will not be approved as the main roof material of the home.

    •  Roofs of sheds, gazebos, pergolas, etc will need to match the homes in the community.  Currently, there are shingle and metal roofs for these structures.  Each project will be considered individually for consistency with the overall neighborhood.  

    *  Tile roofs are not approved, for main material or accent



  • Antennas & Satellite Dishes

    • Antennas shall not exceed five (5) feet above a roof peak.

    • No Satellite dishes larger than 1 meter or Three Feet three Inches (3’ 3”)

    • Satellite dish is to be installed in a manner that makes them as invisible to the public view as possible. Except under special Conditions. 

    • ARC Approval is required prior to install of satellite dish, this approval is for visual location. Based on SC law the HOA will not reject a satellite dish, but per Covenant the HOA does have ability to approval location. 



  • Driveway, Walkways (concrete)

    All driveways, porches, and front walkways in this subdivision shall be constructed using Standard Poured Concrete. This requirement also applies to any walkways or driveway expansions that are visible on the side of the home.

    No painted, patterned, stamped, or brick materials of any kind will be allowed in the front of the home, as a driveway or walkway.

    Homeowners are permitted to add concrete extensions, provided that they do not exceed a width of 10 feet (one side or combined width) beyond the standard poured driveway.

    Homeowners are solely responsible for any damage caused to the sidewalks and or neighbor's yard.


  • Gutters and Downspouts

    • Must be metal, painted, or powder coated to match the original color and match the trim color of the home.

  • Camera Systems

    • An ARC form is required for all external mounted Cameras for visual appearance only.

    • Homeowners are responsibility for all legal liability.


  • Grass and Lawn

    • All Yards are to be covered entirely in a combination of Grass and Landscaping beds.  

    • No Yard can be made up of landscaping beds only.

    • Astroturf (artificial grass) can be approved  for rear yard only, but home must have screening fence (privacy) and turf must be fully inside of fence area. Natural color tuff is required. 

    • Grass areas must be mowed on a regular basis, and must stay consistent with the Community aesthetics.


  • Landscape Designs and Planting Beds

    • All NEW Landscaping in the front of the home must have ARC Approved, if new, or change is to be made, to existing original planting area. This includes Trees, bushes, mulch, and Landscape edging.

    • Dead shrubbery and trees must be removed and if replaced with the same plant, no ARC form is needed for this.

    • NO Planting of TREES or SHRUBS outside of the homes lot line, or in the common areas.


  • Retaining Wall

    • Not allowed and only approved if determined by Greer City if necessary and paperwork provided

    • Terrace wall plantings are allowed with ARC approval


  • Lawn Ornaments

    • All Lawn Ornaments and other items are to be subject to ARC approval.

    • ARC approval is needed for Ornamental items. The Ornamental items will be evaluated for size and appearance and number of items.

    • Bird Baths cannot exceed 3 Feet in height.


  • Miscellaneous Signage

    • One sign of not more than 6 Square feet (2’ X 3’) may be displayed for the purpose of advertising the property for sale or rent.

    • Signs advertising an open house may only be displayed five days before, and on the actual day of, the open house. The sign must be removed at the conclusion of the open house.

    • Garage sale signs must meet the no larger than (2’ X 3’) standard, and only be displayed on the day preceding, and the day of the sale. The sign must be removed at the conclusion of the sale.

    • NO other Signs allowed for advertising, 

    • Greer City, and State Laws, provide for signs of Free-Speech in nature, and are allowed.


  • Solar Panels

    • Solar panels are allowed after approval of the ARC, they must be mounted in a manner that they are not visible from the street side of the home.

  • Playhouses

    • All Plastic, Movable Playhouses in the (Little Tykes) style are permissible.

    • All playhouses must meet the following guidelines:

    • Permanent Playhouses are subject to approval by the ARC.  

    • Can be no larger than 12’ x 12’, and must meet Manufacturer Requirements, and be secured completely. No one wall can be longer than 12'.

    • The structure shall be made of wood and sealed, and of quality materials, matching the paint or siding of the home.

    • A detailed description and lot map showing location will be required.

    • For Roofing material please reference Roof Section of ARC Guidelines.

  • Swing Sets and Playground Equipment

    Generally, requests for swing sets and playground equipment will be approved if the following guidelines are met:

    • All playground equipment will be made of quality materials.

    • All Construction plans must be approved prior to construction.

    • Metal swing sets, if approved, will be kept in good condition (determined condition is at the discretion of the ARC Committee) and will show no rust.

    • All swing sets shall be anchored down, per manufacture directions.

    • Trampolines are allowed; if they are anchored down and have ARC Approval. (they must be kept in good condition, and free of rust, and condition will be the discretion of the ARC Committee). Homeowners are responsibility for all legal liability.

    • No Swing Sets or Playground Equipment will be allowed in the front or side yards.


  • Swimming Pools

    • No above ground Swimming pools are permitted in this subdivision

    • Portable children’s pools are acceptable if 12” or under, they may NOT contain a pump or filter set up. Homeowner is responsible for safety and monitoring.

    • They must be removed within 48 hours and the grass must be maintained consistent with the community

    • In-ground Pools must be approved by the ARC.


  • Hot Tubs

    • Need to have ARC approval.

  • Basketball Goals

    • No portable basketball goals are acceptable. 

    • All Basketball Goals Must be approved by ARC.

    • Permanent Basketball Goals, can be approved by ARC, but must be mounted on a pole.


  • Outdoor Fire Pits, Chimineas or Fireplaces:

    • In consideration of the City Fire Code, our small yards and the sensitivity of some residents to smoke, wood-burning fire pits, chimineas or outdoor fireplaces are permitted in Franklin Pointe; with ARC approval.

    • There are many styles within the community, that HOA would suggest to follow, for size and style.  

    • Approved gas, propane or charcoal fire pits, chimineas or outdoor fireplaces must be at least 10 feet away from the building for safety. Please note that burning household items is not allowed, per covenant, and city and other state rules/laws can limit or restrict burning outside.

  • Farm Animals

    • Farm animals are animals generally found on farms. The common ones are goats, sheep, cattle, oxen, camels, buffalos, horses, donkeys, mules, pigs, chickens, turkeys, ducks, and geese. Some animals are grouped as micro-livestock and they include rabbits, cane rats, guinea pigs, etc. 

    • All Farm animals are prohibited in Franklin Pointe.

    • The city of Greer does have a process to get permit to allow chickens, but Franklin Pointe HOA will not allow chickens.


  • HOA Public areas: Yard Waste

    • The HOA public areas are not to be used to dump lawn waste (plants, grass clippings, leaves, mulch or other material) 

    • Any homeowner that dumps lawn waste will be required to pick up/removal or pay for removal of lawn waste. This includes area directly behind your home, or woods, water areas that are owned by the HOA.




  • Building Permits

    • The ARC committee does not Issue or handle building permits:

    • Additions and alteration to your Property could require you or your Contractor to obtain a building permit. The City of Greer and County of Spartanburg rules and regulations for application and issuance of may require the Associations approval in writing prior to the issuance of the permits. 

    • Building Permits are the Sole responsibility of the Homeowner or Contractor.
